What Is the MTSA?
The Maritime Transportation Security Act (MTSA) established security requirements to prevent a maritime transportation incident that results in disruption to the transportation system, environmental damage, significant loss of life, or economic crises. In partnership with the U.S. Coast Guard, the TSA enforces standards for security risk assessment and port security plans.

The Transportation Worker Identification Credential program provides a tamper-resistant biometric credential to maritime workers and others requiring unescorted access to secure areas of port facilities, outer continental shelf facilities, and vessels regulated under the MTSA.

How Do You Get a TWIC® Card?
To obtain a TWIC®, an individual must provide biographic and biometric information such as fingerprints, sit for a digital photograph and successfully pass a security threat assessment conducted by TSA.
What Is a CCL Check?
Biometric TWIC® readers check the Canceled Card List maintained by the Transportation Security Administration (TSA) that lists canceled, lost, expired or stolen TWIC® cards.
